How Ohio representatives voted in the 104th Congress
The Human Rights Campaign, a lesbiangay-bi lobbying group, has prepared a Scorecard to provide information on senators and representatives of the 104th U.S. Congress as a part of their "Campaign '96,” a national effort to register and educate voters.
The scorecard highlights issues of concern to the gay and lesbian community in the in the 104th Congress, from January 1995 to August 1996. The chart at right shows the positions of Ohio representatives on the issues listed below, and indicates how they scored with HRC.
1. AIDS Training for Federal Workers. An amendment to an appropriations bill to maintain federal AIDS prevention programs that provided accurate information about the transmission of HIV. On July 19, 1995, the amendment, sponsored by Rep. David L. Hobson, R-Ohio, was defeated 201-223. HRC supported this amendment.
2. D.C. Domestic Partners. An amendment by Rep. John Hostettler, R-Ind., to a District of Columbia appropriations bill would have repealed a District of Columbia law offering hospital visitation rights and health benefits to domestic partners. On Nov. 1, 1995, the Hostettler amendment passed 249-172: HRC opposed this amendment and helped to defeat it in conference committee.
3. Housing Opportunities for People With AIDS (HOPWA). An amendment by Rep. Christopher Shays, R-Conn., to the Veterans Affairs and Housing and Urban Development appropriations bill would have increased funds for the HOPWA program by $15 million. On June 26, 1996, the Shays amendment was defeated 177-236: HRC supported this amendment.
4. “Defense of Marriage Act,” Amendment. Rep. Barney Frank, D-Mass., offered an amendment to DOMA stating that if a state, through its legislature or by a vote of its citizens, allows same-sex marriages, the federal government would recognize and provide benefits for those marriages. The Frank amendment was defeated 311-103: HRC supported this amendment.
5. "Defense of Marriage Act," Motion to Recommit. Rep. Howard Berman, D-Calif., offered a motion to send DOMA back to committee with instructions to commission the General Accounting Office to study the benefits of marriage versus domestic partnership. The motion was defeated 164-249: HRC supported this motion.
6. "Defense of Marriage Act," Final Passage. Rep. Bob Barr, RGa., introduced a new law aimed against same-sex marriage, despite the fact that no state allows samesex couples to wed. On July 12, 1996, the House passed DOMA 342-67: HRC opposed this bill.
7. Non-Discrimination Policy. Representatives were asked to voluntarily adopt a written policy for their congressional offices indicating that sexual orientation is not a factor in their employment decisions. 241 representatives have

adopted a non-discrimination policy. HRC initiated this project.
8. Employment Non-Discrimination Act, Cosponsorship. HRC lobbyists and members asked all 435 members of the House to cosponsor legislation prohibiting anti-gay discrimination in the workplace. Introduced on June 15, 1995, ENDA had 139 cosponsors: The first House hearing on ENDA was held July 17, 1996.
9. Repeal Discharge of HIV positive Service Members, Cosponsorship. Representatives were asked to cosponor a bill to reverse a
law sponsored by Rep. Bob Dornan, R-Calif., requiring the discharge of more than 1,000 HIV positive service members and revoking their health coverage. Dornan said he wrote the law to punish homosexuals and others he considered undesirable. The repeal of Dornan's law was introduced Feb. 1, 1996 and secured 162 cosponsors: HRC supported the repeal
